BESRA GreenSeal Certification Methodology

BESRA GreenSeal (BGS) certifies sustainability-related education and training programs to ensure quality, relevance, and alignment with global and national sustainability standards. The methodology defines the structured pathway from application to certification, emphasizing credibility, transparency, and continuous improvement.

Our Certification Domains

All programs are evaluated across six core domains, each with clear criteria and required evidence.

Domain 3: Assessment Integrity

Domain 4: Governance & Expert Oversight

Domain 5: Industry & Policy Alignment

Domain 6: Impact & Continuous Improvement

Certification Process Flow

  1. Application Submission
    The training provider submits documents including curriculum, assessments, learning materials, and mapping to BGS.
  2. Desk Review   
    Initial completeness and compliance check.
  3. Expert Committee Evaluation
    Independent review using a standardised rubric.  
  4. Clarifications (if needed)
    Provider may be asked to submit additional evidence or revisions.
  5. Final Scoring & Decision
    Certification decision based on weighted average score across all domains. Minimum threshold required per domain.
  6. Certificate Issuance
    Certified programs receive a formal certificate valid for 2 years, along with visibility on BGS platforms.
  7. Post-Certification Review
    Programs must submit updates and feedback annually. A full re-evaluation is conducted at the 2-year mark.

Scoring & Decision Making

Score Range

  • 4.0–5.0 = Certified (with commendation)
  • 3.0–3.9 = Certified
  • <3.0 = Not Certified (resubmission allowed after improvements)

 

Decision Panel

  • Majority vote by at least 3 out of 5 Expert Committee members (quorum required).
  • Administered by the BGS Certification Manager.

Governance & Oversight Structure

Expert Committee

  • 6 independent members with expertise in various sustainability areas.
  • Review submissions and provide scoring and recommendations.
  • Sign confidentiality and conflict-of-interest declarations.

 

Certification Advisory Board

  • Oversight body for policy, standards updates, and impartiality.
  • Includes the BESRA CEO, an independent chair, and external advisors.

 

Impartiality & Ethics Panel

  • Handles appeals, disputes, and bias-related issues.

Documentation & Transparency

Each certified program must maintain:

  • A documented curriculum and learning outcome map.
  • Version control logs for content updates.
  • Annual evaluation reports and learner feedback summaries.

Review Mechanism

  • Mandatory program review every 2 years.
  • Learner and instructor feedback incorporated annually.
  • Certification criteria updated regularly based on sustainability developments and labor market trends.
